    SDF to buy unmanned spycraft from US

    Sleeping too soundly? Get a load of the participial modifier that begins this Asahi article:

    Fearing a flare-up in North Korea at any time, the Defense Agency has abandoned plans for the domestic production of a high-altitude reconnaissance aircraft and will purchase U.S.-made planes instead, sources said.

    They said the decision was made because strengthened surveillance of airspace around Japan has become a priority, given the uncertain situation on the Korean Peninsula.

    Analysts said it likely would have taken a decade for Japan to deploy a domestically produced unmanned aerial vehicle (UAV). The Pentagon operates several UAV versions, so deploying one that fits Defense Agency needs should be no problem, the sources said.

    The aircraft would be used not only for patrol and reconnaissance over Japanese airspace, but could also be used for intelligence gathering from North Korea-even while flying in Japan’s Air Defense Identification Zones (ADIZ), which establishes the boundaries for territorial airspace.

    A Defense Agency study team visited the United States in April for a first-hand look at what UAVs actually do. Members focused on high-altitude aircraft like the Global Hawk and Predator as well as the low-altitude Fire Scout and Eagle Eye.

    I don’t know that the DPRK is going to erupt at Japan any time soon–though the SDF should be able to predict better than I can. I do know (this is something I’ve remarked on before) that the feeling of living in Japan is completely different from that of living in the States. If you’re good at spatial relations, you know that map in your head that appears whenever you read the name of a country or think about the location of a city? When you’re in America, of course, the only close-by major countries are Mexico and Canada. Our closest enemy is Cuba, and it hasn’t exactly been making many belligerent noises lately.

    In Japan, you’re within spitting distance of the DPRK, one of the craziest regimes on the planet, which tests missiles by flying them over your head and has been known to sneak onto your shores and snatch your citizens. Moving westward, you also have China, the most populous country in the world, a rising economic competitor whose citizens alternate between gratefully taking jobs and consuming goods created by your enterprises, on the one hand, and demonstrating against you, on the other. It treats nearby democracy Taiwan as a renegade province. Even South Korea, the other democracy in the region, has bitter memories of being occupied by you within the last century and is not always amicable.

    It’s little wonder that everyday citizens don’t think too hard about world politics; you could drive yourself insane. I’m glad the SDF, whose job it is to deal with grim realities, is accelerating its plans, even if it means buying planes from foreigners.


    Dispute over natural gas deposits continues

    The US-Japan cooperative missile defense program is moving forward:

    Speaking to reporters at a hotel in Singapore, Ono said the sea-based missile defense project would move from research to development, with the agency planning to request several billions of yen in fiscal 2006 for the first year’s development.

    Production will begin following a five-year development phase that ends in fiscal 2011, he said.

    Japan and the United States are jointly developing a large sea-based interceptor missile with a 53-centimeter diameter with a longer range that enables it to cover a wide area. The missile can distinguish a targeted missile from a decoy.

    The most interesting reason this is a good thing for Japan to be considering is buried near the end of the article:

    “Japan doesn’t consider China a threat, but Beijing’s defense spending is under wraps. A Chinese submarine intruded into Japanese waters and its marine survey and gas field development are provocative,” Ono said.

    The conflict over exploration for fossil fuels (especially a particular natural gas field) has been growing. Demand is growing in China’s expanding economy, and it’s always been high in Japan’s:

    Although the current standoff has not changed, it is very regrettable that the PRC has continued its project of developing the Shungyo Gas Fields near the center line [between China and Japan]. The Chinese side says that it expects to open the field for production as early as October. It will be a major problem if the rough sailing for negotiations and long-term developments turn out to be advantageous only for the PRC side. The PRC should first temporarily cease development of the Shungyo Gas Fields.

    From some on the PRC side, the following argument has recently emerged: there is a fault line between the gas fields and the center line through maritime territory on the Japanese side, so because it is partitioned by geological structure, Japanese natural resources will not be affected even if [China] begins production of gas and petroleum from Shungyo. But if that is the case, we would like to see it proved clearly with detailed data. After all, what both countries need to do is get an objective confirmation of what the true state of the available natural resources is. The sharing of accurate information will make cool-headed dialogue possible.

    The Japanese government has already deemed the move by the Chinese to develop the gas fields a “possible infringement on our rights.” It’s not surprising everyone is so worked up: estimates are that there are 7 trillion cubic feet of gas under there, and (as the Nikkei editorial above implies) it is not certain that the fault line actually partitions the reservoirs into distinct pockets. The BBC has a simple surface map that gives at least a basic idea where we’re talking about.

    No one is predicting at this point that China and Japan are in danger of full-scale war over natural resources. Nevertheless, it’s important to remember, as accusations about history books and shrine visits fly around, that there are more substantive things under dispute.


    Self-reliance

    A North Korean ship that runs between Niigata and the DPRK–I think as a combination of ferry and cargo ship–has put in at Niigata for the first time in a while (Japanese, English):

    The protesters included members of a group supporting families of Japanese abducted by North Korea, who shouted, “Give us our families back.”

    It was the first time that the vessel entered a port in Japan since Dec. 1 last year. The entry followed the March enactment of the revised oil spillage compensation security law, which bans entry of ships without expensive shipowners liability insurance.

    Initially the Man Gyong Bong had intended to enter the port in April, but the trip was delayed because of the revision to the law.

    Later, however, insurance was taken out and the Ministry of Land, Infrastructure and Transport issued the certificate the ship needed to enter the port.

    Not everyone was sad to see the ship:

    Officials from the pro-Pyongyang General Association of Korean Residents in Japan, however, welcomed the arrival of the vessel.

    “We have been looking forward to reuniting with compatriots from our homeland,” a member of the association said.

    For those who haven’t had the pleasure, the General Association of Korean Residents in Japan (在日朝鮮総連合会: Zainichi-Chousen-Sourengou-kai) does the DPRK’s gladhanding here. Technically, Japan doesn’t have diplomatic relations with North Korea, but there’s still trade. There’s also the remittance of funds back home by DPRK nationals, though the nationalizing of Ashikaga Bank a few years ago meant, if I recall correctly, the discontinuation of the only direct banking relationship between the two countries.

    Dean has a link to a post that R.J. Rummel just put up about North Korea, which ends this way:

    So far, what are the solutions offered: Cozy up to Kim, provide food and material aid, meet with his henchmen one-to-one, then maybe he’ll compromise on his development of nukes. Yes, but tell me, how does this help the poor North Koreans suffering this enslavement, and that is what it is, pure and simple slavery under the worst of masters.

    I think one of the reasons that the DPRK’s internal horrors get so little play (considering their extent) is that they’re nearly incomprehensible. In Japan, we fairly often see video from North Korean news–usually, of course, when some Japan-DPRK diplomatic tangle is mentioned. Given the revelations about the abductions of Japanese citizens, the fact that the DPRK tends to fire its test missiles in our direction, and the occasional encounter between ships in the Sea of Japan (the East Sea to Koreans), there are frequent tangles. The first-person stories of Japanese women, often widows of North Korean men, who have escaped and return here, have immediacy and are reported in human-interest features. But those stories come one-by-one; they don’t really bring home the scale of the DPRK’s malefaction and economic incompetence.

    How incompetent? I don’t know who wrote this Wikipedia entry, but it appears to be accurate for the most part. One section that I wonder about:

    During the early 1970s, North Korea attempted a large-scale modernization program through the importation of Western technology, principally in the heavy industrial sectors of the economy. North Korea found itself unable to finance its debt, because demand for its exports shrank steadily after the oil crisis of the 1970s, until it became the first communist country to default on its loans from free market countries.

    That ain’t exactly the way I heard it. My understanding has always been that the DPRK waited until Western governments and corporations had coughed up the technology they were to provide to help the country develop–then simply nationalized it and refused to go forward with the planned joint ventures. Or, naturally, to pay off the loans involved. By now, if I recall correctly, the DPRK’s yearly volume of foreign trade is considerably lower than the ROK’s weekly volume. In fact, that’s the stat I learned some time soon after I arrived in Japan. The economy shrank so quickly during the 90’s famines that it more or less isn’t possible for it to contract further, so who knows what the figure is now?

    Tokyo and Pyongyang are only 800 miles apart. That’s about the distance between Philadelphia and St. Louis. It’s also closer than Sapporo and Fukuoka, the two most far-flung super-sized cities on the Japanese mainland, are from each other. I’ve often wondered just what the psychological impact will be when the country finally cracks and Western aid workers, investors, and journalists get in and start documenting what they find. A Treblinka with the land area of Mississippi. I doubt we’ll be able to wrap our heads around it even then.

    The Pentagon made some of its recommendations for the restructuring of military installations yesterday:

    The Pentagon on Friday recommended closing 33 major domestic U.S. military bases and restructuring 29 others, dealing a hard economic blow to many communities across the country.

    New England was the hardest hit region and the South was the biggest gainer. States among the biggest losers were Maine, Connecticut, New Jersey and South Dakota. Winners included Texas, Maryland and Georgia, although the Atlanta area was hit hard.

    The bases are vital economic engines in many communities, which mounted frantic lobbying efforts to save their local bases, and will now try to convince the commission that the Pentagon erred and to spare ones scheduled to close.

    This was the expected reaction, of course; and understandable it is, too. Unfortunately, it’s not possible to restructure without reallocating resources (though Japanese companies and government bodies give it the old college try).

    Speaking of Japan–do I ever not?–its part in the restructuring is taking shape, also:

    Japan and the United States have agreed to step up efforts on joint operations and cooperation in the event of a military emergency in Japan. This would include allowing some Japanese facilities, such as harbors and airports, to be used by the U.S. military.

    In doing so, Tokyo hopes to strike a deal with Washington to reduce U.S. bases here, sources said.

    The plan is part of continuing discussions on the global transformation of the U.S. military.

    Japanese and U.S. officials are discussing how to divide the roles and duties of the U.S. military and the Self-Defense Forces.

    Military emergencies would include a flare-up between China and Taiwan.

    In the event of such a crisis, the government believes that allowing U.S. forces to use civilian facilities would ensure closer mutual cooperation, the sources said.

    Under this scenario, Tokyo would offer the use of certain airports and harbors to U.S. forces.

    With this offer, Tokyo hopes the Pentagon will become more receptive to eliminating certain U.S. facilities in Japan.

    In discussions on cutting the U.S. base presence, Japanese officials have asked that those not in active use be returned to Japan. However, U.S. officials insist the facilities are needed in a military emergency.

    Notice, toward the bottom of the article, an indication that one of the problems with this agreement has been the failure of the federal government to coordinate effectively with local governments here in Japan. That sort of thing happens very frequently–it’s also been a hilarious coda to the fanfare surrounding the Kyoto Protocols. I point this out not to rag on Japan–every social system of 125 million people is going to have its weak points. It’s just that people frequently seem to have the impression that Japanese conformism and the post-War success of Japan, Inc., mean that the government functions like one gigantic well-oiled machine. But you get dissent in the ranks and stonewalling by locals here, too.



    On a related note, the joint missile defense system is progressing, but, then, I think it only requires the cooperation of the Defense Agency.


    DPRK tests short-range missile

    This Nikkei headline about the DPRK’s missile test yesterday gives some indication of why English translations of Japanese always seem to double the length of the passage in question:

    北朝鮮ミサイル実験、日中韓ロと警告へ・米首席補佐官

    That 日中韓ロ part in the middle stands for “Japan, China, the ROK, and Russia.” The whole thing literally reads, “US Chief of Staff with Japan, PRC, ROK, Russia toward warning on DPRK missile test.” Naturalized, it might go, “US to join Japan, PRC, ROK, and Russia in warning DPRK about missile tests, says Chief of Staff.”

    Anyway, I think yesterday’s missile test has been pretty well publicized, and only some fish suffered for it directly. Atsushi thinks the motivation was transferred pain over soccer. He’s only half joking.


    Japan’s spy satellite development proves existence of black holes

    Japan’s spy satellite development program combines technological research, communications infrastructure, and procurement of components from international sources. It is, therefore, the perfect project to fall prey to just about every weakness in Japanese organizational behavior.

    You have a mishmash of government ministries, private corporations, and neither-here-nor-there public corporations in charge, which maximizes the number of people who can put claims on funds without being questioned too closely:

    About 5 billion yen that went into the development and manufacture of Japan’s first spy satellites was siphoned off by middlemen who added little value, sources said.

    The three independent institutions involved in the spy satellite procurement are the Japan Aerospace Exploration Agency (JAXA), the New Energy and Industrial Technology Development Organization (NEDO) and the National Institute of Information and Communications Technology (NICT).

    The chartered corporation is the Japan Resources Observation System Organization (JAROS).

    The former Science and Technology Agency was in charge of the satellite and rocket. The former Ministry of International Trade and Industry (MITI) was given authority over the satellite radar, and the former Posts and Telecommunications Ministry was in charge of data transmissions.

    Get it straight–there will be a quiz later.

    You have an initiative that sprang from ad hoc worries and that no one bothered to fit into an overall plan or mission:

    The Cabinet of then Prime Minister Keizo Obuchi approved acquisition of a spy satellite in November 1998.

    The main catalyst for that move was North Korea’s launch in August 1998 of a Taepodong missile over the Japanese archipelago.

    You have the sub-contracting of work in chains that recede into the infinite distance, sometimes crossing in odd places:

    NEDO, for example, commissioned JAROS to do most of its work, such as radar design.

    And you have the involvement of the Mitsubishi conglomerate, which just cannot stop getting itself in trouble lately (and frequently in ways that result in fires and explosions at inopportune moments–just what you want in a satellite):

    The spy satellites were manufactured by Mitsubishi Electric Corp.

    Created ostensibly to provide guidance, the process actually led to some money being used to pay the difference in salaries for Mitsubishi Electric employees loaned out to the intermediaries, sources said.

    Further, sources said that those institutions did little of the actual oversight work.

    That Japanese link above, BTW, is to a story about soil pollution in Osaka by Mitsubishi Estate and Mitsubishi Materials for housing development; several executives are being investigated.

    Notice that there’s no mention of the Japan Defense Agency or the SDF anywhere in the article. Presumably, they’re the ones that are actually going to be using the satellites? Did they have a say in things? If not, why not? Then again, given the size of the crowd, maybe it’s just that no one noticed their absence.


    Debate over SDF role continues

    A Diet panel (lower house) on the constitution has recommended that the SDF be permitted to participate in collective self-defense (with Japan’s allies). How that can be permitted given the constitution remains the subject of debate:

    With regard to the exercise of the right to collective self-defense, however, the panel’s opinions were mixed, with some saying the legal basis for such use should be provided in the Constitution, while others argued such use could be permitted by changing the interpretation of the current Constitution.

    In any case, the LDP’s coalition partner, the Shin-Komeito, is blocking the introduction of a bill that would change legislation governing the SDF. The bill, if passed, would have made deployments abroad regular duties (as opposed to just extraordinary measures in exigencies) for the SDF.

    What is going ahead is the plan to make SDF equipment production and management better:

    The Defense Agency has decided to establish multifunctional teams to ensure uniform control of some Self-Defense Forces equipment, such as next-generation, short-range surface-to-air missiles, from the research and development stage right through to disposal, agency officials said.

    Following private sector examples, the agency aims to streamline operations by organizing multifunctional teams for each type of equipment, bringing together needed personnel for each team from different divisions in the agency and the SDF as well as from the private sector.

    That part about lack of horizontal communication is typical of Japanese organizations. People often forget that the inefficient 70% of the economy that serves the domestic market is carried by the 30% that has to compete on international terms. If the SDF actually succeeds in restructuring to put the highest priority on getting results (which is not a given), it can only be a good thing.

    What the SDF is and is not allowed to do is of increasing importance not just because of the WOT but also because of Japan’s petition to become a permanent member of the UNSC. Kofi Annan has said that if the reforms that are put through involve expanding the number of permanent seats, two of the six new memberships will be reserved for Asia, of which “one would naturally go to Japan.” How natural it would be to have a permanent UNSC member that may not be permitted, under normal circumstances, to participate in collective defense is still a matter for discussion.





    Added on 25 March: The Yomiuri has a story this morning that itemizes the limitations on the SDF better than it did yesterday, for those who haven’t read them. When it calls these the recommendations of “the government,” though, I don’t know that that conveys what’s actually going on. This is an internal panel of LDP lower house Diet members. As the Asahi reported yesterday, the Shin-Komeito doesn’t seem to want to go quite this far right now, and that means that these recommendations may be held in abeyance for some time.


    Japan, US reaffirm security partnership plot to take over world

    This was the lead story on yesterday’s print edition of the morning Nikkei: “US and Japan agree on strategic goals for joint measures against terrorist threats to their regions.” The result of this meeting (in Washington last week) isn’t a surprise, or anything. There was, obviously, lots of hot air about peaceful solutions to problems in Korea and Taiwan and getting the DPRK to return to 6-party talks. Not that those things aren’t important, but general statements that democratization is a good thing that the world could use more of aren’t exactly revelatory. Two items that approached substantiveness:


    • acceleration of talks related to the roles of the Japan SDF and US Armed Forces, and a reevaluation of the structuring of US forces deployed in Japan

    • a strengthening of cooperation on missile defense





    Attendees included Condoleezza Rice, Donald Rumsfeld, Japanese Minister of Foreign Affairs Nobutaka Machimura, and Japanese Defense Agency Chief Yoshinori Ono. Their unsurprising conclusion was that poor sources of information (the Japanese use 不透明性, which literally refers to “opacity” or “lack of transparency”) and instability made the DPRK and the Strait of Formosa the places to watch.



    If you’re in Japan, you might have seen the subtitled broadcasts from North Korean state television sputtering that recent changes in Japan’s defense policy are a cover for a plotted full-scale invasion. There are plenty of long-standing animosities to go around in this region, and the DPRK milks every one of them regularly–one of its favorites, of course, being the understandable lingering Korean resentment over the Japanese occupation. Just to make sure the other big East Asian player isn’t left out, we have the PRC trying to get the DPRK to return to the 6-party talks it huffily left last week. In the midst of all this, Japan knows it needs its partnership with the US, and as a proud American who loves Japan, I’m glad the ties are only getting stronger.



    We’re all gonna die! IV

    Yesterday, Koizumi’s cabinet finalized its proposal (Japanese, English) to give the Self-Defense Force more leeway in defense. Specifically, if there’s a missile headed toward Japan, the proposal would allow the SDF to shoot the damned thing down without getting approval to mobilize from the Prime Minister.



    Perhaps since I’m a military strategist the way Madonna is an actress, this sort of news makes me say, “This is a new proposal? What the hell was the idea before?” From the looks of things, the idea before was that a missile attack would come with plenty of warning. The cabinet is now considering that it may not.



    There have been cases (as when our forces shot down an Iranian airliner) in which soldiers have misidentified aircraft, but the Prime Minister isn’t exactly in a position to help with that. Preventing those mistakes involves the segment of the command chain a lot closer to those who first sounded the alert. Of course, I assume the expense of anti-missile missiles, which the government can hardly afford to sling around like arrows, was also taken into account. Even in these times of tension in the region…well, it’s always tense, but a certain birthday boy has made things extra-special tense of late…one feels safe in presuming that the SDF is not going to get too trigger happy.



    Added at 22:40: I’m not a military strategist or historian, apparently. The Iranian Airbus thing was bothering me–I associated it with high school, which for me ended the year before the Gulf War, so I did what I should have done initially and looked it up. I’ve fixed it above, but, you know, for any persnickety people who noticed….



    Louder than bombs

    Having seen it first from Japanese sources, I was kind of surprised at the wording of the English wire reports on the DPRK’s huffy departure from 6-way talks on its nuclear programs:


    The United States has assumed since the mid-1990s that North Korean is able to make nuclear weapons, Secretary of State Condoleezza Rice said Thursday, playing down a dramatic announcement from Pyongyang.





    “Playing down”? “Dramatic”? I mean, sure, it’s newsworthy when high officials in a dictatorship have a fit of pique and storm out of a meeting, but these six-way talks have been rocky for months, and–maybe because its test missiles are fired directly over our heads–here in Japan, we’ve pretty much taken it as a given that North Korea has been developing nuclear weapons capability as quickly as it can. It’s hard to imagine who could have been caught off-guard by today’s announcement.
